Undocumented students living in Colorado are strongly encouraged to request in-state residency and respond to the prompts below to be considered for Colorado ASSET designation for determining qualification for in-state tuition and additional financial aid.

Your answers to the following questions will be used to determine qualifications for Colorado residency and in-state tuition. Your initial tuition classification is made at the time of application to the University and is based on the information provided on the application for admission. Failure to answer all questions completely and accurately may lead to initial classification as nonresident and impact initial scholarship and financial aid awards. Eligibility for in-state tuition requires 12-months of consecutive, documented Colorado domicile (legal residence) established by the parent / legal guardian of students age 22 or younger OR by the student's personal information for those 23 or older. For those that do not automatically qualify, there are state-approved exceptions to this 12-month requirement that can be requested through a residency appeal process.

GI Promise - Honorably Discharged Veterans

All honorably discharged veterans and their dependents who show established domicile in Colorado immediately preceding the start of the semester, regardless of length of time, shall be granted in-state tuition.

The veteran can also petition for this benefit for their spouse and dependent if the veteran established domicile in Colorado. A dependent is an unmarried undergraduate student and under the age of 23 on or before the first day of class. Honorable discharge status must be verified using the Honorably Discharged Veteran In-State Tuition Application form. Please complete this online form, upload your attachments and click "Submit" at the bottom of the form.

Veteran Access, Choice Accountability Act of 2014 (Choice Act)

In August 2014 Congress passed the Veterans Access, Choice, and Accountability Act of 2014. Section 702 of the “Choice Act” requests that UNC provide in-state residency for tuition purposes to veterans and their family members using the Post 9/11 GI Bill® (Chapter 33) or the Active Duty Montgomery GI Bill® (Chapter 30) for terms that begin after July 1, 2015 (re-authorized July 1, 2017) with the following qualifying circumstances:.

A Veteran who lives in the state in which the institution of higher learning is located (regardless of his/her formal state of residence) and enrolls in the school within three years of discharge from a period of active duty service of 90 days or more;
A spouse or child using transferred benefits who lives in the state in which the institution of higher learning is located (regardless of his/her formal state of residence) and enrolls in the school within 3 years of the transferor’s discharge from a period of active duty service of 90 days or more;
A spouse or child using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state in which the institution of higher learning is located (regardless of his/her formal state of residence) and enrolls in the school within three years of the servicemember’s death in the line of duty following a period of active duty service of 90 days or more.
Anyone using transferred Post-9/11 GI Bill® benefits who live in the state in which the institution of higher learning is located and the transferor is a member of the uniformed service who is serving on active duty.

Required documents for application for Section 702 classification are:

Most recent DD-214, Member Copy 4 for the veteran who earned the GI Bill® entitlement to be used or copy of active duty member's military ID (front and back) and;
Certificate of Eligibility (COE) showing eligibility for either Chapter 33 (Post 9/11) or Chapter 30 (GI Bill®)
Completed Section 702 Residency Application Form and;
Proof of an Colorado address, such as a housing contract, lease agreement, or mortgage.

A residence determination cannot be made until all supporting documents have been received. Once a covered individual is determined to have met the qualifications for in-state residence, this person will retain his or her status as long as he or she remains continuously enrolled in the institution.

Legislation was signed into law (effective June 28, 2021) stating that "American Indian students who are registered members of a federally recognized American Indian tribe with historical ties to Colorado" will be eligible for in-state tuition at Colorado public universities and colleges.

Four-Year Rule

If your parents (or court-appointed legal guardians) maintain Colorado domicile for four years and subsequently establish domicile elsewhere, you will remain eligible for resident tuition if:

Your parents leave Colorado after your junior year of high school and you enroll at a Colorado public college or university within three years and six months after your parents leave Colorado.
OR
You maintain continuous Colorado domicile. This provision will generally be met if you continue to reside in Colorado after your parents leave or if you reside outside the state only temporarily (for example, to attend college or for military service) while maintaining Colorado domiciliary connections such as voter registration and income tax filing.

New Faculty at Colorado State-Supported College (dependent only)

This application is for children of new faculty at Colorado state-supported colleges and universities who otherwise would not qualify for in-state tuition as one-year Colorado residents.

The student may receive in-state tuition if the student moved to Colorado in the 12 months preceding enrollment because the student's parent or legal guardian moved to Colorado to take a paid faculty position at a state-supported institution of higher education.

The faculty member and the faculty member's spouse do not qualify for this exception.

Emancipated Minor

A person must be legally emancipated before he or she is “qualified” to establish a domicile separate from the domicile of one’s parents. Emancipation for tuition purposes takes place automatically when a person turns 22 years of age, or marries, or commences a post baccalaureate degree-granting program. The clock then starts for establishing domicile (physical presence and intent) and the student must wait 12 months to become eligible for instate tuition.

A person who is unmarried and under 22 years of age at the beginning of the one-year waiting period and who wishes to claim "emancipated minor" status must prove that he or she is completely self-supporting and financially independent of his or her parents or legal guardian(s). The following “Emancipation Self Test” is a tool to assist you (do not submit with application) in determining if you meet the Colorado requirements for in-state tuition classification. If after completing the self-test you feel you are an emancipated minor, please complete and submit the Emancipation Claim Form (green form) no later than the first day of class. Late petitions will not be accepted.

Olympic Athlete

Colorado State law HB17-1081 went into effect on Aug. 9, 2017. This law allows state-supported institutions of higher education to charge in-state tuition to elite athletes residing anywhere in Colorado and training in an elite-level program approved by the United States Olympic Committee and the governing body of an Olympic, Paralympic, Pan American or Parapan American sport.

Verification of participation in a qualifying elite training program is required from the United States Olympic Committee (USOC) and the national governing bodies of Olympic, Paralympic and Pan American or Parapan American sport field teams.
